Michael Madigan announced Sunday he’s come up with a list of demands if there’s to be a deal on the budget. Madigan wants Rauner to sign legislation overhauling how the state doles out money to schools, a bill the governor has vowed to veto. Madigan also wants a bill to regulate rates set by workers’ compensation insurance companies and more oversight on Medicaid report.
