Former CIA Russia Expert Outlines Possible Path to End Ukraine War

Appearing on Chicago’s Morning Answer with Dan Proft, George Beebe, former CIA director of Russia analysis and current director of grand strategy at the Quincy Institute for Responsible Statecraft, discussed the stalled state of Ukraine’s defense and outlined a potential compromise to end the war.

Beebe said Ukraine’s early success in 2022 came from mobility, real-time intelligence, and Western-supplied precision weapons. Russia, however, adapted by shifting to a grinding war of attrition, wearing down Ukraine’s manpower and stretching the West’s ability to supply weapons. He argued that Ukraine cannot overcome its shortages without direct NATO intervention—something the United States has repeatedly shown it will not do.

While many in Washington warn that failing to stop Vladimir Putin in Ukraine will lead to further aggression in Europe, Beebe rejected that view. He said Russia lacks the capacity to occupy all of Ukraine, let alone launch further invasions into NATO territory. Instead, Moscow’s main goals are holding eastern territories with large Russian-speaking populations and preventing Ukraine from joining NATO.

Beebe outlined a potential deal in which Ukraine would forgo NATO membership but be allowed to join the European Union, keeping most of its territory while remaining militarily neutral. In exchange, Russia would accept Ukraine’s political and economic alignment with the West. He said such a framework could be the basis for talks between Putin and Donald Trump in Alaska, though detailed ceasefire terms would take months or years to negotiate.

He stressed that U.S. policy should acknowledge the reality that Washington has no intention of going to war to defend Ukraine, while still rejecting the idea that the country falls under a Russian sphere of influence. This, Beebe said, could create a stable European security arrangement and bring the war to a close.
